Instructions
- Heat oven to 375°F.
- Brown meat with onions in large skillet on medium-high heat.
- Add tomatoes, vegetables, pepper, salt, ketchup and water; stir.
- Simmer on medium-low heat for 10 minutes.
- Spoon into 9-inch square baking dish.
- Cover with mashed potatoes.
- Bake for 30 minutes or until heated through.
